You clearly haven't understood the gambling issue at all if you are trying to pass the first goal sweep supporting a local foodbank as being the same thing as a multibillion pound industry that ruins peoples lives for basically offering the ability to gamble 24/7 that allows people to build a habit...

Limone near the top of the lake is lovely, with the mountains, plenty to visit by ferry
Simione at the opposite end of the lake is as lovely, a bit more touristy, but again great places to visit via ferry, but also in reach of Venice and verona for day trips

Restrict it to 2-3 drinks per match. Should minimise “waste”. Crack down hard on troublemakers. Carrot and stick. It works in rugby though, and they aren't exactly known for abstaining from drinking. Never going to win over everybody, will be very much split.
