I note the article in the OP was written by staff from the Centre for Cities, rather than the BBC. The methodology usually used by the Centre for Cities classes 'Burnley' as the boroughs of Hyndburn, Pendle and Burnley, which can skew the figures somewhat. If this is a case of adding improved disabled facilities what has the council got to do with it? I understand we need planning permission but why should the council say we need to do X Y and Z in the town centre to improve disabled facilities at the turf? Once you are in the centre of Rome you are best off walking round, in my view. Most of main sights v close together, and plenty to see in between. Plenty of high quality, low price pizza to be had from takeaway outlets dotted around, sold by weight. Worth having a walk around the grounds of Villa Bo...
