I know there's 2 seperate gated/fenced areas in the CFS, so maybe thst allows for cup allocation.

It's nearest 3 blocks to the away end, so maybe they get those extra 3 blocks to make it up to the required %

Back to premier league, 3k minimum at every ground should you want it ( apart from Bournemouth ) So no real reason to have the 2k, and also gives younger fans a chance to get on after the 4k priority.
