Shops can't be racist as they are buildings. People who own and operate out of the shops may well be though. I worked at BT. Ok not quite public sector now but... You had a guaranteed pay rise every year. But many who had been there years if they didn’t like what the current objectives were etc they’d down tools and there was very little that could be done about it.
