Absolutely no chance this is some random clown who fancied a bit of random vandalism.

It’s a professional job that requires know-how and specialist tools. Somebody’s been paid by someone to do this, likely a local farmer/landowner who has got fed up with the number of visitors to the area.

Yeah the VAT thing is a moot point, it’s payable then reclaimable. Technically there’s VAT on transfers from abroad too, only it’s in and out on the same VAT return so no actual cash flow disadvantage.
