We got Gray because he was playing at a lesser club who desperately needed the funds in order to build a new stadium. Even then 9,000,000 was more than other teams were willing to pay for him.

They don't get much tourist traffic in downtown Iqaluit (that's the capital) at this time of the year (or any time, really). Also, it's prohibitly expensive. 5 bucks for a loaf of bread.
