I've often thought you could have 2 PLs Either PL1 with 14-16 teams (assuming they play more games elsewhere with internationals, longer Cup runs, Europe etc) and PL2 with 18-20 teams. Dyches first promotion team were also immediately relegated quite comfortably. Obviosuly not quite as spectacularly but if i remember rightly we went about 10 or 11 games before we won our first game. So the strategy of keeping that same team didnt work.
