I would suggest its Forrest Green Rovers, based in Nailsworth which has a population of 5,800 according to wiki.

Definitely Nailsworth then, my first thought was Yeovil - around the 30k mark population wise.

IF AFC Fylde make the football league (& they probably will in next 2-3 years) Kirkam has a population of 7194 so smaller than Forest Green

Went to Nailsworth once, just before they moved to their new ground financed by that vegetarian bloke. Up a ruddy great hill, makes Holt House look like it is at sea level. Had the worst fish & chips ever down in Nailsworth village. Wouldn't want to go there again.

FGR in Nailsworth. About half the size of Padiham. Stuck in a valley with steep hills either side. To get to the ground you have to leave the town and keep walking up, and up ... then up some more.

I think it depends how you define the boundaries.
Croydon is an alternative I believe. Is Crystal Palace in Croydon? (Depends what boundary / criteria you are using).

I think Burnley is actually the second smallest club in the entire top two divisions with around a 73k population.....with Burton being the smallest which is in the 60 odd thousand population range.....

Dudley's in the Black Country. It's a real hodgepodge of towns and cities. My best friend's parents when I was growing up were from the Black Country. (Stourbridge).

Bath is big in rugby union. Bigger than Bristol. Not sure how big the actual town is.

Population at last census was 88,000, but "greater Bath" is about 175,000.
So population of actual city is similar to Wakefield but Metropolitan area is much smaller.
