Neither helpful or accurate. I take my photography seriously and every photo goes through Photoshop, either just for minor tweaks or to create something completely different. I get fed up with people stating that photoshop users don’t know how to take a photo properly. Picasa is free and not bad for basic editing....Gimp is an excellent photo editing software programme and it is still free.

Assuming you're looking at just touching up photos you've taken, etc then I'd look at https://www.polarr.co/editor/0" onclick="window.open(this.href);return false; or https://pixlr.com/" onclick="window.open(this.href);return false; Both are relatively straightforward to use and give decent results
GIMP can do a lot but isn't at all intuitive and is overkill for the more basic stuff.

Pixlr as mentioned above by aggi. Can be accessed anywhere online. Free and a great Photoshop substitute.

paint.net is free and I've always found it (thankfully) really easy to use and effective.

As said GIMP, but it's fairly complex to use.

Sorry I thought someone was calling the poster a GIMP for wanting advice..... never heard of it... have now though...

Paint.net - For basic tasks: cropping, resizing, brightness/contrast etc.
GIMP - If you want to get into layers and more advanced stuff.
If you're doing lots of work Photoshop & Lightroom for about £10 a month is quite reasonable IMO.

It's open source.
For advanced users though rather than those like me who easily get lost.
