Plenty of streams available and even seen a pub in Padiham advertising it, but they will have to pay for rights I think and make sure it's a guaranteed live feed.

The club have actually , provisionally, hired the screen. But there's problems with securing the link and the rights to broadcast it.

Confirmed - NOT ON
Burnley Football Club regrets to announce that tonight’s Europa League qualifier in Istanbul will not be shown on the big screen at Turf Moor.
The club has, for almost a week, made every conceivable effort to obtain a feed of the game for supporters to enjoy in the Fanzone.
However, circumstances beyond our control means this has not been possible on this occasion.
The club apologises for any inconvenience caused to supporters.
Live audio commentary of the game will still be available on Clarets Player HD.
