No credit for any improvements? Surely it would be fairer to judge them on what they achieved, not what they inherited on day 1. Victorian values - that's what Thatcher championed - compulsory education until 12, adequate food, adequate public transport to get people to work, Victorian morality meaning many fewer prostitutes, but yes, a bit of colonisation going on. Though slavery was abolished in the Empire in 1833, so just before the Victorian era.

This is true, but on the other hand it is hard to imagine that the legacy of the next PM will be as divisive and damaging as that of Cameron, or that
he / she could be as incompetent and ill-equipped as TM.

You are actually wrong about the prostitution. It was at it's height during that period with a large percentage of houses in London being brothels. The much vaunted Victorian morality was, to a large extent, a myth propogated by too many romantic novels alas. The extent of prostitution in London in the 1880s gained national and global prominence through the highly publicised murders attributed to Whitechapel based serial killer Jack the Ripper, whose victims were exclusively prostitutes living destitute in the East End. Given that many prostitutes were living in poverty as late as the 1880s and 1890s, offering sex services was a source of desperate necessity to fund their meals and temporary lodging accommodation from the cold, and as a result prostitutes represented easy prey for criminals as they could do little to personally protect themselves from harm.
My use of the word 'slavery' wasn't meant in literal terms, apologies for misleading, I meant it in terms of the often oppressive way we 'ruled' the colonies.
Parish workhouses were supposed to provide education for the children in their care whom they had not managed to apprentice out, but this duty was poorly observed. Some satisfied it by shunting their children to the Central London District School for Pauper Children on the outskirts of London, known as the ‘Monster School’ because of its size – it housed 1,000 pupils. (Charlie Chaplin was one, later.) The education was poor and largely revolved around teaching children to read so that they could read the bible apparently, the rest of it was based mainly around said apprenticeships,which often didn't involve 'education' as such, just teaching them how to do a job. Even in the priviledged classes education for girls was deemed unimportant (apart from learning to play the piano and flower arranging - strange to relate) because they were expected to marry and have no need of it.
There were certainly signs of change, especially in the late 19th century, but most people still lived in great poverty and many, especially in the northern 'cotton towns' were virtually enslaved by their employers due to living in houses provided by them, thus meaning that to lose your job meant automatically losing your home.
