It can actually be the 10th number in the sequence because the sequence can be started without '0'. I don't know if there is a 'correct' way.

I've thought about this over the years. Is it not strictly speaking wrong to describe a binary number as a number? It's actually a set of positives and negatives that represent a number.

Well the dictionary definition would be a binary number is a number represented in base 2 system

So for me yes. Similarly hexademical numbers are still numbers despite being in base 16.
