I guess it depends what you value - If you want super super fast internet and 4G coverage then there will be better places.
If you want a realistic chance of owning your own home and still being able to go on holidays, days out and socialise (and watch cheap Premiership football) ...... then Burnley will be perfect.

I'm not a young person (by a long way) but I did the "find your ideal place" game on that BBC web-page linked & it came up with Leicester, Cardiff, Nottingham as 1,2,3. As it happens I've lived in all 3 of those places (when I was younger) & have to agree that Nottingham and Cardiff are excellent, Leicester not so much so when I was there.

Just done my area and we only scored 3! which goes to prove to me that this survey has not been done very well at all.
This area is brilliant for a lot of things for all ages and that's why people who do move here rarely in my experience move away.

As well as all the open wild areas that Burnley scored highly for. I am actually a little confused as to what more people would actually want/need?

I've looked at the map and looked at the places that score highly and all I'll say is, what a load of cr@p. So many sh!tholes score highly (IMO), Newcastle; Oxford; Leeds; Birmingham; Coventry - granted, they'll have some nice parts, but generally sh!tholes.
The area I currently live scores a 4 too, as does my home town - both of which are better than those I've listed.

It's all subjective really.
As others above have said, the cost of living is low and it's probably the best place in the country to get on the housing ladder. You could easily be earning a 'Manchester' wage but living in (and affording to buy and run) a decent sized house from a young age.
Added to that all the lovely green areas just a short walk from anywhere in the town and I think it's a lovely place to live.

Regarding Burnley as an example with the obvious attractions listed above, the dreadful damp and wet weather would certainly bring the score down except that weather isn’t listed as an attraction so even more surprising why it’s scored low.

It's certainly a strange survey. I looked up Richmond upon Thames - scores 0 for "wild/natural land" - and, yet it has Richmond Park the largest "park" in the UK - and it's all "natural land" - and that's without counting all the other "natural land areas" including Bushy Park where the park runs were started some years back. Then there's Wimbledon, again scores 0 - but I think we all know Wimbledon Common.

Take pendle as an example
85% good 4g coverage, scores a 7. Surely 84% is 8.4 out of 10?
Green areas. 27% wild, scores a 4. There's nothing but countryside around here. Unless that makes it a bad score?

If you’re under 26 I’d have thought access to a decent secure well paid job with prospects would be pretty important but that doesn’t seem to feature.
Now it’s got a train link to Manchester Burnley wouldn’t be that bad an option for anyone.

Just looked at about 6 places and the best places to live have the poorest MH services whilst the poorest 3-4/10 had the best MH services.

Assuming MH is mental health (I had to google it) then perhaps mental health issues are less prevalent in the best places to live and therefore less pressure for the MH services to be 'good'.

Each to their own but a as a young person cities always offer much more to young single people so Burnley being so low down on a list doesn't surprise me.
Leeds is a great city for a young person, has plenty more job opportunities and nightlife, living close to the centre is relatively inexpensive and so are taxi's if you live in areas like Headingley or further out. Not to mention being so close to the Yorkshire dales
The pull of that or living in Burnley as 20 odd year old with much less advertised than above. It's a no brainer really can't be too surprised at all.
