If this doesn't happen it will be because the two clubs can't agree a mutually acceptable fee/deal.
There's no doubt Phillips would want to move if a PL club are interested, be it us or Villa. The two clubs have obviously been in discussion over the summer as we've already signed one of their players.
Phillips has spent his whole career at Leeds so knows there's no guarantee of PL football with them and the thought of a possible relegation battle will be no deterrent either. Worse case scenario he goes to a struggling club but still gets to showcase his talent against the best players week in, week out. It will do his future prospects no harm - see Billing and probably Mooy as recent examples.
Villa may have the potential to outbid us. The link with Phillips goes back to the early summer, amidst the frenzy of incomings there I don't know if he still fulfills a gap in the team/squad they need to address.
Alternatively, Phillips talks to established first-teamers and ex-Leeds players Taylor and Wood and gets an insight into a Burnley side where there's a very strong chance he'll have an integral part to play assuming the long-term unavailability of Defour.
Not saying for one minute this is going to happen (because as we know fee agreement has been something of a sticking point in recent windows) but feel the reasons some are proposing for why it won't are wide of the mark.

We've spent relatively cock all for 2.5 seasons now, whilst also receiving decent money for our players.
Not to mention the fact that Villa have already spunked around £130 million in transfers!

We should try and make this happen as he actually looks like what we need, any penny pinching this year and we’ll be treading water again. We’ve got the team pretty much right but midfield obviously needs strengthening and more flair if we can get the right players in.
