(Assuming it's true:) He's 13. He needs shouting at, or be on the receiving end of a lot of disappointed shaking of heads, or a stern explanation as to why you just can't do that sort of thing. Police involved/lengthy bans/the rest of it? He's a child - a silly, naughty child.

If it had been a 44yr old man then I’d say “life time ban”
As it’s a 14yr old boy, who has just been momentarily stupid, I’d say ban for rest of season, along with education program.
I may even go as far of extending that to his dad. If the boy is “generally a really nice lad” then the fact that he has also punished his dad may have a bigger impact
