Who knows what 'handball' is these days? The Declan Rice debacle a couple of weeks ago was a prime example.

Handball is dependent on the need of the prime teams.

The Laws of the game state:

"It is not usually an offence if the ball touches a players hand/arm
When a player falls and the hand/arm is between the body and the ground to support the body but not extended laterally or vertically away from the body. "

No penalty. Referee was correct in law.

I also didn't think it was a penalty, but what would happen if a defender fell on the ball on the goal line and prevented a goal? I suspect a penalty would be given.

It would have been our pen, so yes, they needed it not to be a pen!

0-3 really would have seen the lights ho out in Manchester! :lol:

Referee would have to apply LOTG. I suspect it would not be given. The challenge comes when "selling" the decision to the players, managers and fans.
If that was given as you say on the goal line the referee would expect to get a right royal bollocking from the assessor who who be able to view it multiple times on video.
Let's not forget VAR would also hopefully interject

Never a penalty and with the "new" handball rule this season isn't it the case that a defender's handball has to be deliberate whereas a goal will be chalked off if a hand/arm is involved from an attacking player even if it's accidental ?

I think the first fall wasn't but he did appear to touch it a second time whilst attempting to get up .
