In order to manage demand the quality of streams is being lowered. So if you’re paying for 4K or HD you may want to change your subscription, especially if you only watch on one tv/device

At least they're being honest, unlike Sky when they reduce picture quality on purpose when they've got an upgraded version out.

Bitrate and resolution are two different things
There will be several bitrates tiers per resolutions and they are disabling the top tiers of each.
You will be getting 4k or HD but with a bit more compression than normal, so avoid watching dark films unless you like black squares.
