Fly Tipping.....
A scourge on Society in general along with discarded chewing gum and fag ends..... fly tipping though has increased up to 50% outside London and 70% in some Areas of the capital. BUT couldn't councils foresee this When shutting recycling plants Down? The decision makers in Government and councils are Woeful in this country at times.. and with "Hindsight" isn't an excuse in this instance.

Re: Fly Tipping.....
It’s a huge pet hate for me as well. I remember throwing the paper off my McDonald’s straw when I was about 5-6 from the car window on the motorway, I had a lecture from my Dad for the next 30 minutes of the journey and that was where my littering days ended.
I was visiting Burnley General a few months ago and I spotted a bloke and his partner walking down the road, he had finished his drinks bottle and just threw it on to the roof of a small building he was walking past, in full view of all the traffic, neither of them even reacted, they just carried on walking and talking. I wanted to mount the curb and knock him on to the roof.
Much larger fines needed, or community service! 100 hours litter picking should do it.

Re: Fly Tipping.....
The viewing point layby, just up Bacup Rd, has become a site for illegal fly tipping on an industrial scale over the last month. Building waste and hundreds of black bin bags have been thrown over the wall creating a huge problem for the council. I have reported it, as have many others apparently and they are taking action, as and when they have the staff available. Apparently it will require a conveyor belt system lowering down to retrieve the rubbish.
It's a thoroughly depressing sight.

We do indeed need heavier fines for littering. Very heavy fines for fly tipping and jail time. Also, cease the vehicles and crush them.

I’ve seen it, it’s disgusting, reading the paper the other day there are putting cameras up there, it’ll cost a fortune to remove all that due to the drop in the landscape, that’s been like that well before Xmas it’s not happened overnight it’s been a slow accumulation.BigRedrose wrote: ↑Tue Apr 14, 2020 8:51 amThe viewing point layby, just up Bacup Rd, has become a site for illegal fly tipping on an industrial scale over the last month. Re: Fly Tipping.....
I remember walking down Chiswick High Road in London many years ago and this flash git in an open top car threw out his still lit cigarette butt on to the pavement as his car was crawling in traffic. My friend who was walking with me quickly picked it up and threw it back into the car to the words "I think this is yours mate" -it ended up in the back seat and still burning. The car had plush leather upholstery. Before anyone asks me what happened next we legged it. Funnily it left an impact of me and I will always now look for a litter bin, often pulling up the car to the closest bins and emptying any rubbish. Fly tipping should attract he very highest fines

Re: Fly Tipping.....
Huge problem around me... then you see the row with 20% of bins left full by Hyndburn council because a single Misplaced wrapper... meaning people have to wait two weeks with a full bin and nowhere to get rid of the rubbish. Living near a brook adds to the problem as rats then make their way from the brook into the gardens and ultimately into the houses....
Jobsworths causes the problem... then those with uncollected rubbish come around to us, because It’s not overlooked.... and tip around the brook Bringing the rats up onto our street. So we now have full bins and rats patrolling the area. Just a matter of time until they enter houses.
I ask the council what are WE supposed to do about them leaving bins and fly tipped assorted goodies for two weeks for the rats to embolden themselves on?

Re: Fly Tipping.....
It's incredible that the bin emptiers won't even move your bin if the handles point to the kerb, and not into the road!!! I know that it's not difficult to do as they ask, but a bit of common sense needed. I've seen bins not emptied because of this, and a sticker placed on bin stating why it wasn't. It takes longer to peel off a sticker and place it on bin than it does to turn the bloody thing round.

Then why not leave the full bin with the handle pointing towards the road in the 1st place ...
Bin handle pointing to road = Full bin.
Bin handle pointing to kerb = Emptied Bin.
Saves people who are on a schedule to keep up without having to check in every bin to see if its empty or full ... saves time etc on a busy schedule when they have hundreds (maybe thousands of bins to empty)

Big problem around where I live, the first bit of greenbelt as you go south out of Leeds. There's a council tip a mile away but they charge for vans so waste is tipped illegally.
I've also seen people in cars at it as well and they have no excuse.

Keep the tips open with some kind of "Appointment" system

Yes my post is really about the council's shutting the recycling plants. And its evidently increased the number of people discarding rubbish illegally that... and also charging people to dispose of it. It's not gonna Happen.plus Penalty notices if your bins outside overnight ffs! It's another money saving and making scam by the councils. Imo.

Re: Fly Tipping.....
Sad to see. It's actually costing the councils more, not saving for them. The more fly tips = the more spent on unnecessary investigating. No point upping the fines either because they're rarely paid as it is, and prosecutions are few and far between (plus it would require judges to take them more seriously to secure a hefty fine/sentence, which is unlikely to happen)

Re: Fly Tipping.....
Do you really think that the people fly tipping are doing it as alternative to recycling!! The tips have been shut because they haven’t been enough people to run it. It costs money to dispose of waste that’s why, if you pay £20 to get rubbish removed it’s not going to the tip.tim_noone wrote: ↑Tue Apr 14, 2020 7:24 pmYes my post is really about the council's shutting the recycling plants. And its evidently increased the number of people discarding rubbish illegally that... and also charging people to dispose of it. Perhaps they should just add £30 onto every council tax bill to subsidise all the unlawful waste removers and let them tip for free?

It’s mostly trade waste being dumped, people without permits, normal residential waste doesn’t end up anywhere really apart from landfill not sure suggesting £30 onto every council tax bill would be a winner when a overwhelming majority don’t fly tip.

Any type of littering is bang out of order, but it’s easy to see why there has been an increase. Even if they could open the dumps a couple day’s a week it would take the pressure off.

Absolute cretins. It'l be easy for them on that road late at night, as very quiet and no lighting. Still, I was under the impression there had been cameras put up there. Good on these lads but in removing the bags, they may be removing any evidence that might be in them also

Unfortunately Belial, the cameras were put up after the tipping had taken place and are there now purely as a preventative measure. The video really doesn't do justice to how bad this site really is, it's going to taken a massive effort to thoroughly clean it.

Re: Fly Tipping.....
The “schedule” you speak of is called “job and knock”. Basically, you go home when it’s done but get paid for the whole shift. Anything that brings knocking off time nearer is fair game and win-win for the operators.Bosscat wrote: ↑Tue Apr 14, 2020 12:16 pmHmmmm sort of begs the question ... if its quicker to turn the bin round than peel a sticker off ...

As for not emptying bins because handles point the wrong way, some jobsworth will have that down to a H&S issue... and fully grown men are all over it cos it brings that knock off time closer.
I heard this weekend that a number of roadsweepers have been furloughed. Why? If ever there was a job that could carry on all the way thru the current pandemic it’s that one.

They seem to have enough energy to drink the cans but can't be arsed disposing of there litter correctly, I agree completely you see them empty energy cans & bottles more than any other kind of litter, fast food takeaway polystyrene material runs a close second, it's absolutely disgraceful the amount of litter just peppered all over, people on the dole should receive there benefits on a conditional arrangement that hours need to be put in litter picking you would sort the problem out in no time.Burnley1989 wrote: ↑Mon Sep 14, 2020 7:36 amI do a lot of road running and without trying to pin the blame on a certain type of person, most of the rubbish you see at the side of the road is energy drink cans

Re: Fly Tipping.....
I just don't get littering, especially at scenic spots.
Many times I've walked a few miles to an isolated beauty spot.....you know the type of thing....peaceful, nice view and a bench for people to sit on and enjoy the view.
Typically some Asshole has left their Greggs wrappings and drinks cans strewn about.
Now this Asshole has taken the time and effort to get to this place, because it's nice and scenic, then sets about ruining it by depositing crap all over the gaff.
So they actually appreciate the beauty of the place, otherwise they wouldn't have made the effort to get there.....why the **** do they then spoil it?
I can understand some moron tossing litter in some grubby street.....they are the hopeless dregs and don't know any better.
But I just don't get someone who obviously appreciates a bit of countryside and a nice view....then sets about ruining it!

Possibly 10p or so deposit return on cans and bottles would help reduce the amount thrown/dropped.
