There's a typo in B. Beagle should be Beadle, and the answer is Bumblebee, a reference to Oliver Twist.

A beagle is a dog.

A beadle was a parish officer with the power to punish minor offenders, which is what Mr. Bumble was.

" panorama " is probably the answer, although the definition part of the clue is missing.

It is so long ago I am not sure, but I think that was all there was.
I think it was in the Sunday Express skelton xword which I tried to do most weeks for a couple of years
and rarely finished it and even more so correctly.

Much better with four letter word answers
