Around 2-45, the section has been closed to through traffic, with road signs in the middle of the road. There are also cones every couple of feet all along both kerbsides of the road.
Marshals are also in attendance. Surely with the cones in place, to deter anyone parking, there is no justification in having a road closure as well.

Harry Potts Way is not a public highway for a period of time on match days, it becomes part of the footprint and thus is the responsibility of Burnley Football Club.
I’ve not been anywhere near in months but I would think there would have to be restrictions on the day of the recent games, I know the club have not been permitted to open the club shop or ticket office.

There's been police horses out for some games. I drive past for most games as we live quite close to the ground - the road has been closed and the usual signage on the ridge/brunshaw Road has been in place.

Probably just a comms mix up with the match day team getting missed off all the Project Restart memos.
