A blue-nose mate of mine got lucky in the ballot for Everton v Chelsea this weekend. As three of 2,000 people in a ground that seats nearly 40,000, his tickets are - I am not making this up - restricted view!

Yes negative test result required from up to 36 hours before kick off.
However they have mass testing including rapid tests still available in Liverpool so colleague is planning to be tested at 4pm and expects results back in 30 mins.
So ample time for the 8pm kick off.
Nice of the Gov to let selected areas of the country to have this and for Liverpool to be moved into tier 2 as a result of the mass testing results.
When will we get this opportunity / option?

I've heard the players are performing 'On Chesil Beach' for group therapy before the match, so perhaps as well.

In reality yes, but in terms of being considered restricted view no. The pic below is my view for the game there when Jeff Hendrick scored in the 1-0 win. The post was literally inches in front of me and that's the view I had when looking towards the centre of the pitch. It is not considered restricted view because I could see the goals at the Gwladys Street to the right of the post and at the Park End to the left. Had it been declared restricted by Everton it would have entitled me to a £1 reduction in the price.

At Exeter many years ago full price stand tickets cost £8, restricted view £5. I don't know where the restricted view tickets were - maybe Ottery St Mary? - but my full price one (Spijed will remember this) was on the back row of the stand by the "glass" wing and the nearer penalty area was invisible through the opaque window. We complained and were moved to the front row.
