Not sure for how long but at the moment Leicester are a top 6 club.

There are a number of clubs with wealthier owners in the PL. Yes by our standard EXTREMELY RICH, but clubs like Villa and Everton I believe are far wealthier. I think Leicester in the riches league are closer to mid table

I can't find any more recent figures. but the general point will still ring true, Leicester overperform compared to their budget.

And it basically hinged on a penalty by Matty Taylor hitting the post and them breaking down to the other end and scoring which kept them up and they have been very consistent ever since then. I'm convinced they would have been relegated that season if we had won that day!

Surely you're not allowed to purchase and develop players to compete way beyond what's expected.
