Every country has the right to compete to get there but there should be the need to have some sort off preliminary round, like we do for the FA Cup.

Not sure how it works out numbers wise but anyone who finishes bottom of the Nations League, Group D I mean, shouldn't qualify for the qualification of the next major tournament. If you finish bottom against the other 3 teams in your group,who are also of the lowest ranking, should be enough to say you ain't up to it in normal qualification. The same way some teams get play off spots for finishing at the top.
