Well if its £13.5m and not £31.5m then that is sensible for us to get personal terms agreed sharpish and shouldn't be a problem unless its something else that is the problem.

He wants to prove himself at Chelsea, it a football decision for him, but that said, when clubs agree a fee, it usually means that your club is happy for you to move on which is both football decision and a business decision.

Initial fee could be around £13m - £18m with the potential to rise with performance based add-ons. £2/3 million avoiding relegation.. future £5 million if we got into Europe, maybe £1 million if Maatsen was part of a team that kept X amount of cleansheets or got X amount of assists.
All hypothetical, but I'd imagine it would be a deal set out something along those lines.

Just bizarre all round really. Ready to break our transfer record on him, after spending a year working with him/building trust, for him to not be interested in a move. Whatever his reasons are I think it’s a bit of a poor do from him.

See what the day brings, but I can't see him joining today either.
He will probably stay and see how he gets on at Chelsea, then if he doesn't break into the side regularly enough in the next few months.. MAYBE we will get him in January, hopefully for cheaper

£31m is a hell of a lot of money, but there seems to be a real lack of really good LB around. Look at Man Utd, they've been looking for a replacement for Shaw and not really un earthed any real talent. If Man Utd can't get a good LB in that says something. So while 31M is one real outlay could certainly see it paying off in the long run.

Give Taylor a crack at it for 6 months. If Maatsen was preferring a move to West Ham (if true) and wants to remain at Chelsea, everything is pointing towards him not wanting to be here. I think Taylor would be fine dropping into a back three and at left back, especially as we can use his experience.

Maatsen probably thinks someone else will come in for him in January and he will get more money and play for a "bigger" team. He should understand Chelsea DO NOT WANT HIM and he is not considered a LB and his potential midfield position puts him in competition with a lot of players who are rated far more highly than him. Hopefully common sense will prevail and a combination of VK and Poch telling him that will make him come to us. Where would Maatsen have been in his career if he hadn't been with us last season, I bet he will have been sold off cheap or out as a free agent next year and not with the reputation he has now aquired.

Definitely time to move on, his heart is clearly not on the move (seem Chelsea want it more than him)
We don't want a player here regretting the decision to come, and wondering what could have been.
Let him stay at Chelsea, see what happens and if it doesn't work out go back in for him in January.. bring him in with a clear mind.

It's suprising that Maatsen's preferences would be news to us by now, hopefully we're already trying other left backs. We've signed some exciting players this summer, but we've potentially dropped a big boll*k here

He would have alot of rust to shake off though, not played in that position (or any position really regularly the past season) so would take time to get back up to speed of the PL.. but he's still only 29 iirc.
