Making the league more even

With all the debate around the points deduction for Everton and some people saying it's right and some saying it's wrong, then I read the Ashley Westwood article about how draining it is fighting relegation constantly it's made me wonder how we could make the league more competitive and interesting.
I know the league can't impose a player salary cap but what about a club salary cap? So the clubs can pay each player whatever wage they like but as a club they can't spend more than X amount on wages and a percentage of that has to go to youth teams to avoid clubs scrapping them?
Add in X amount clubs can spend per window would it not make the clubs run financially better whilst levelling the playing field a bit more?

Its more even now than its been for a while. Basically every team spends big money and even lower teams can sign players that theyd wouldnt have dreamed of until a few years ago.
Im not sure its made it any more entertaining though.

Basing it on revenue still doesn't make it more even though, it's not enjoyable for fans anymore unless your in the top 8.
Why not say no club can spend more than £80 million on transfers and a club salary of no more than £40 million?
Clubs would be more sustainable and players wouldn't move just for more money.
Another interesting option would be to merge the premier league and championship together but in one north and one south?
Play offs at the end similar to the MLS.
It'd then make both cups more appealing too.

Remove VAR

Drastically decrease ticket prices and drastically expand stadium capacities.

I genuinely wonder how many fans would turn up to Old Trafford if tickets were £15 an adult, £5 a child and Man United were doing well. 100,000+? (This is hypothetical, I’m aware OT has a capacity of approx 75k atm)

Ligue 1 is the same, very good atmosphere fans in their seats 2 hours before kick off singing regardless.
None of this stuff makes it more even though playing wise

La Liga has budget caps, manages no issue

When it’s suggested here fans kick and scream about how unfair it is and their rich owners should be allowed to spaff money as they see fit

I'm all for a salary/budget cap. Used in rugby league domestically, and F1 globally

But it would need to be an agreement between clubs I imagine

How “good” the premier league is isn’t based on the league at all. The premier league is ranked on how well it’s clubs do in Europe. A salary cap in any form means english clubs will lose out to European clubs and will do worse in Europe, thus the premier league will be ranked “worse” and viewers in the far east will go down if the big players aren’t in it.
Therefore it isn’t going to happen unless it is a European wide thing. But uefa won’t do that as the big players who bring in tv viewers will just move to other continents to be paid more “worsening” the champions league. Uefa is in competition with other confederations just like how the premier league is in competition with other European leagues.
A salary cap in any form is not going to happen. There is too much money involved for that

Something similar to Horse Racing where players are made to play with lead weights in rucksacks on their backs.

The only realistic solution would be the formation a a European super league, so the oil clubs and the rich owners could leave the rest to it.

Let’s not forget, the last thing the PL and the bigger clubs in it want is a level playing field.

We might want it to be a fair contest, but they don’t.

Parity is one of the key features that makes a league competitive and watchable. Yet by doing their best to claim a bigger piece of sky money at the expense of the lower ranked clubs, they can't work out that long term they are shooting themselves in the foot.

You would think that the glazers would be aware of that given their long ownership of tampa bay buccs, but I guess they are all after short term gain. Here's hoping that they try and short change baker Mayfield and he tells them to screw it and defects to atlanta or pittsburgh

Super league to remove the elite from the circle of regular teams and then fan ownership (51% minimum) for the teams that are left.

One of the things I really like about MLS is that in the vast majority of the games, there is little to choose between the teams before kick off. The bottom team from last season drew at the top team on Sunday and it wasn't a huge shock. Its nice not having games where one team is 90% expected to beat the other.

Perhaps one day the PL will be expanded a bit from 20 up by letting others apply to enter. And the divisions a bit like the nfl with play-offs and a superbowl type PL final, keeps more clubs in contention for longer and no relegation. Could go to say 36 teams which I think the nfl number.

Well yes, they've got one, but as it is miles bigger than most of their opponents, their league is rigged in their favour. Quello surpriso.

Yup, and you specifically referred to Real Madrid whose salary cap is enormous and substantially above what the biggest spending clubs across Europe actually spend. So there would be no reason for them to whinge.

When teams scream it’s unfair they usually want it changing so it benefits them ,, it’s the teams in the lower leagues that should be complaining more about distribution of money ,,

When people in this country moan about rich people and how it’s not fair ,, I say ok let’s redistribute the wealth ,, they seem pleased till I say let’s start with every poor country that can’t afford to eat … suddenly they don’t want to redistribute wealth anymore ??

Its about time Pep and his infinite bank balance at City were brought down into the realms of reality. This level of financial doping they have now just makes other competition from most teams meaningless. At least bastards had a limit to their doping when Jacks wealth ran out.
