Having investigated many marine incidents I would be looking at the fuel oil supply to the main generators. Having just left port the engineers may have switched fuel oil supply tanks when the vessel was clear of the jetty. They may have taken fuel whilst alongside in Baltimore and it may have been contaminated with water which would have caused a loss of power to the main engines and the main generators. Hence the blackout prior to collision. The emergency generators (Independent fuel source) will have kicked in to restore power, hence the lights coming back on, but the main engines will have still been inoperable. I doubt that the emergency power supply would have been sufficient to power the thrusters, which would have been an option for the Pilots to maneuver the ship clear of the bridge supports but with such a large windage surface, any wind would have negated the performance of any thrusters.
I'd love to be involved in this investigation, as you'd be surprised where "root cause analysis" will eventually lay the blame.
