That's a goal if the rule is that 'over the line' means (a) 'where the fabric of the ball makes contact with the ground and is not touching the line' but not a goal if the rule says that (b)'any part of the sphere is overhanging the line at a 90 degree angle.
It looks to me as if (b) is the case in the still, so in my opinion no goal or am I...

We’re that use to the instant confirmation of the ball fully crossed the line, I was surprised to see it wasn’t used in La Liga

True, even from that bad angle it looks 99.99% no goal - a 3 second decision.
