Serie A had matchfixing in the 00s.
The amount of money at stake in the Premier League, for major organisations tied up in the clubs and for the broadcasters, especially with having fashionable big brand moneymaking clubs do well and keep the money flowing, is so much, that corruption ought to be expected.
Finances and greed trigger corruption in every single walk of life. Football is not immune to this.
People need to stop pretending that it doesn't benefit Sky, the FA, the EPL, and the big boys at the top, to ensure the big boys always stay at the top and that as many of the 20 teams in the Premier League as possible are big brand city clubs.

That should tell you the problem is the referees making the calls, not VAR.

I'm no sure about bias, but the whole VAR and the rules need a long looking at.
As I see it, the problem with VAR is that if you give someone a job they are almost bound to want to justify/ do it.
