The reason 10%+2 is a guide and not a buffer, is that context matters. Doing 77 on an empty motorway in bright sunshine is reasonable if not encouraged, but doing 71 at night in thick fog is ludicrously stupid.

There is a shed load more than can go wrong with an old ICE banger than an old EV simply because it has a lot more moving parts. Kinda weird that people see an 100,000 mile warranty on an EV battery and say they expect it to drop dead at 100,001 miles. Many manufacturers offer 100,000 (or less!) war...
