Today I went in to my local Oddies (Colne Rd), for the last time; there were tears. I’ll miss their bread and flapjacks the most. My grandchildren the Bilberry Charlotte and Vanilla slice. Sad day indeed.

Yes. PL can expel City from the league, but not put them in the EFL. City would have to apply for entry in to the EFL. Definitely sounds like a blocked drain hole. They get blocked with gunk that then freezes. Lots of info on t’internet on how to unblock it.
