With nearly all these sorts of fines there is an appeal process whereby you'll either have the fine cancelled or be told to pay it at the original cost.
Always worth sticking an appeal in but never ignore them, you'll only end up in trouble further down the line.

Have seen it very often in Burnley and Nelson between allsorts of different cultures unfortunately.
