Keighley is part of the same borough. It's the same district of Bradford and is a town part of the city of Bradford.

I remember dating a girl from East Ardsley - she kept telling me she lived in Leeds, but it's Wakefield. We had more exciting conversations!

I've just googled & had a look at the evening standard article so I now know what you mean I don't usually read newspapers as I take everybody & everything at face value.
