I’d stick with the 715, the 17,160 is correct if the four selections have to be in the correct order. So if any order and you select 1-2-3-4 then it is 715 but if you then have 1-2-4-3 etc as extra options then it is 715 x 24 =17,160. So 715 for combination but 17,160 for permutations.
