Prior to staging a protest in public, be it Just Stop Oil or Manchester United owners, etc are the organisers legally obliged to produce Risk Assessments, plans, etc?

No, because it's not a workplace or professional activity. Just as you are not required to create a risk assessment or inform the local authority if you and your mates decide to go for a hike.
