Like Maatsen and the two who switched between Everton & Villa, they are being used by clubs trying to get round the rules. Was mentioned last year that deals such as Cameron Archer (to Sheffield United) and Aaron Ramsey & James Trafford (both to us) were potentially concerning. There's not really much point in having rules on spending when clubs are so openly abusing loopholes like this. It is flagrant.

My guy feel is that their own rules won’t be strong enough to take any action though.

I find the spending rules quite tedious.
Either make them absolutely watertight with clear pre defined penalties for breaches, or no rules.
Spend yourself into oblivion if that's how a club wants to approach it. If you get lucky with a billionaire takeover and he/she wants to splash the cash, good for you.
On the current situation and way overinflated fees for kids. In relation to the numerous charges for City. I'm sure i read a while ago one was their sponsor deals and not reflecting fair market value. That's clearly the case in these transfers.

It works because both clubs are buying a player from each other. The fee they spend counts against PSR rules divided by the length of contract (eg if you sign a player for £10m on a 4 year contract, it is a £2.5m loss per season) but if you sell an academy player it counts as profit this season. Other clubs have written to the Premier League with concerns:
"Why are some deals under spotlight?
The Premier League has written to every club after “a significant number requested clarification” following the recent swap deals.
Some clubs are concerned that rivals could be looking to sell each other players in order to exploit any loopholes in PSR and therefore limit their losses.
There is no suggestion clubs have broken the rules but they have been told by the league’s director of governance that part of a transfer fee would have to be returned by the selling club if it decides a fee had been “inflated”."

I'm wondering if this isn't a prelude to a North American style of player acquisition by trading rather than buying and selling players? Example: In 3/4 years time Villa may trade a fully matured Maatsen to Man Utd for 2 or 3 up and coming players. It was reported that he was the highest paid player in the world at the time but then it turned out that he wasn’t always being paid.
