I live in Padiham and the reality is somewhat different. Yes, there are certain attractions but a number of downsides. The main street up the hill does attract independent businesses but only on short term leases and most can't find it financially viable to remain. At the last count there were a dozen unoccupied premises. The only place that seems to get any footfall is the barbers.
Anti-social behaviour is another issue. At this very moment there are a group of people kicking off on the street outside. Feral youths make the place a no go area at night.
The Hill has struggled for a few years now but the other areas of Burnley Road are thriving.
Whether it's lack of parking or decent shops I don't know.
Most towns have areas left behind with other parts far busier.

There are loads of free parking within 100m of the town centre.

In Baudrillard's theory, hyperreality is a state where simulations of reality become more real than the actual reality itself, to the point where they are indistinguishable from it. In other words, it's a world where the representations and simulations we see and experience through media and technology are so convincing that they become our dominant reality, eclipsing the "real" world.

Does seem to be the case, shops don't stick around for long. However the deals the council give on short term rent seems to lead to unviable businesses opening up. I was surprised the card shop stayed for so long. Can't believe you can make much money selling 60p birthday cards in padiham.
I don't know what the solution is to be honest, towns not big enough to support large companies to take up shops there, plus currently not busy enough for smaller businesses to make a go of it
The cafes and barbers seem to do ok, but shops that rely on passing trade don't
It's a real dilemma.

Unless you become a tourist attraction a town of Padiham's size is likely going to struggle.

Aye. Hebden Bridge already exists, and there isnt an easy rail link in Padiham, for one.

Padiham is far from struggling.
The Hill bit just struggles for footfall and are in an awful spot really for loading/unloading.
They might even be listed buildings as they are probably 200 years old.
Shops in general are on a hiding to nothing though when paying rates and coming up against online deliveries.

Youre right there, unfortunately i cant see how that will ever change in todays society which is a shame.
