Maybe but that's because JBL only got a run starting in the 2nd half of the season.. coming off injury the previous season . Look at some of his goals that season ..reflects that he has good quality. He s a smarter player than Koleosho ..5 years older which may be part of the reason for this .

Calling Koleosho one of our 'star players' is a stretch to say the least
Contributes pretty much nothing except pace although he is skilled at spectacularly not making a final pass.
Appreciate he is young, but he possibly one of the most frustrating players I have seen at Burnley in a while - He wouldn't be getting much game time in the top flight anyway at Burnley I suspect, so a loan deal should suit all parties.

Koleosho has had a frustrating last 18 months and still very raw for this level. He’s got potential, wouldn’t count as a squad place, and possesses the pace to be an asset on the break for a side that expects to be on the back foot most games this season.
However, he’s down the pecking order in a squad stacked with wingers, and for his confidence as much as his development, I think this is a good move for him. I suspect it’s been part of the early talks with Espanyol as a kind of ALK sweetener. Whether that benefits Burnley FC is open to debate and only time will tell.

If he gets his mojo back and does well, gets lots of gametime , experience and confidence it’s very much not to our financial detriment. If he’s not going to feature much this season having part of his wages paid than none is better too.

Why would he want to play for us again? Turn down a PL move him and as soon as he signs a new deal, swap him to his weaker side, bench him and then ship him out on loan to the club he signed from in the first place. And why would anyone pay big money for him when we've made it clear we don't even value him enough to get on the bench in the PL?
Parker has turned a £20m player into someone we'd be lucky to get half that for now and someone we'll be paying to play for someone else in the meantime.

It's a shame Parker focused on getting us back to the PL instead of playing Bauress and Koleosho every week.

If Koleosho was good enough and offered what Parker wanted then he'd have played, it's that simple. Koleosho doesn't look the same player as he did pre-injury.
A fair assessment might be that the injury hampered his progress, a biased and silly view is that it's all Parkers fault.
