Possibly, but it's been nearly 15 years since they were in the PL, and pitches need replacing every 10 years or so I believe...

I think a lot of these smaller clubs like blackburn, preston etc struggle with such heavy downpours

My mate saying they have a bad pitch these days as they're down by the river....I asked if that river has been a recent addition since they had one of the best pitches in the country during Walkers cash throwing days?
They really have fallen a very long way

Yes, just like the original fixture in the FA Cup for us against Liverpool in 2005 was nothing to do with a river, is the case for them.
In both instances it's chronic under funding of the playing surface, to correct it properly will cost a small fortune.

Yes. All cards will stand.
The result would only stand if the reason for the abandonment was due to Ipswich (such as intentionally getting it abandoned.) or possibly if rovers were winning say 5-0. It will go to a football league committee to decide the next steps, but they as rovers were only winning 1-0 and 90 mins were not played, it will be replayed. Precedent has been set many times on this.
