The incoming revenue wont sustain a silly wage bill, so I'd expect new signings to be on very low wages, 3-4k a week at most and that's pushing it.

Your cheap season tickets and dwindling attendances can't support it anymore.
Chuck in reduced sponsorship deals and you should be able to see the problem.
