The Lords Subcommittee took the view of one expert out of three, the other two arguing against. It could only happen under a 'walk away' and member states would have plenty of opportunity to seek remedial action. For starters, there'sd be no trade deal under we coughed up. It is fanciful but I can see it's comforting for those who deny reality:

One way to sort it would be to give Northern Ireland back to the country it belongs to, ie Eire.
