I'm sorry, but that is not the case. Assad and his dad have been allies of the Soviet Union (only naval base outside the Soviet Union was in Syria) since the 1950s. We are talking long term Russian allies here, possibly the most important Russian ally outside of Europe.

No she doesn't. It's been customary and then it's only a courtesy; in only recent history, I.E. the past 15 years or so. She, as so many others in history have; can exercise Royal Perogative. She reserves that right as the Prime Minister.
