They would for me if I know I can put the poo in a bin I do, if I know there are no bins in the area and its not a pavement/public playing field I leave it as it will biodegrade rather than in a bag where it won't.

In truth it's laziness.
Should be an even larger fine than not picking it up.

Surely it isn't that much of an issue to carry a small bag around until you find a bin, and if you can't be bothered carrying a bag for a long distance you should only walk your dog in areas where there are plenty of bins.

The real question is though... Where's all the white dog poo gone?

Public opinion can be ruthless, though. The tide seems to be turning against dogs, and it might reach the point where the electorate go over the top and demand a ban in public places.

Dogs were banned by Burnley Council in the 1970s and it seems they still are in some areas:
