They would for me if I know I can put the poo in a bin I do, if I know there are no bins in the area and its not a pavement/public playing field I leave it as it will biodegrade rather than in a bag where it won't.

In truth it's laziness.
Should be an even larger fine than not picking it up.

Surely it isn't that much of an issue to carry a small bag around until you find a bin, and if you can't be bothered carrying a bag for a long distance you should only walk your dog in areas where there are plenty of bins.

The real question is though... Where's all the white dog poo gone?
