West Brom took the allocation of 1,300. but then had sales in 'block M2'.

That suggests that the jump from 1,300 tickets to the full allocation of 3,305 is an incorrect assumption, and that Burnley could have taken more tickets without committing to another couple of thousand fans.
The initial allocation of 1,300 has sold out but supporters will still be able to buy seats in block M2.

Not very good rule
I think the flexibility of the away end size actually causes security issues, poor segregation imo.
Should make an away end and have done, we don't sell the extra 1000 in the away end if the away team only sell 1500
A club should allot 10% to away fans, properly segregate it and build more home seating if needed.

R.11.4 disregard rules 11. To 11.3 when they are nonsensical

A guaranteed 10% of capacity (if it's under 30000) or minimum of 3000 (if capacity is over 30000) on sale or return should be the norm. Most, if not all, clubs in the Premier can afford to lose potential income from a few empty away seats.
