City should ease past Sheff Utd, however I wouldn't write off Brighton if indeed they do face Utd, which presently is by no means certain.
City however have incredibly fortunate to draw 3 Championship sides from the 5th round onwards, although admittedly they did play Chelsea and Arsenal in the early rounds both those ties were at the Etihad.

Probably a penalty but not a red card. It was not deliberate and he was actually trying to get his arm out of the way.

It seemed to me as though the Fulham player was bringing his arm down not stretching it out to block the ball and it hitting him on the elbow.
