You'll still get something around 4-4.5% with that OG. What were you making to aim for 1.066? That would have been a hefty 8%ish.

The reason you have got a low OG is because you have not extracted as much fermentables from the grain, this is down to BIAB method and your method
Why don't you just build (or buy) a mash tun ?
you will get a far better brew house efficiency and you will be able to sparge
I built my tun out of a thermos cool box

5.3kg of malt was required which barely left enough room for water in my huge 23L cooking pot + I assume either the water couldn't get thru the grain properly. I'll use two bags or a drawstring next time tied round the lid so everything can move freely - the bag I used was quite tight.
On the plus side, the airlock is bubbling so even if the beer comes out rubbish, it'll still be alcoholic... Which is of course the main thing!
