As someone who in the past has been heavily medicated for back / shoulder pain, I think it's entirely plausible that Juncker's condition could have been a consequence of strong medication and a fairly modest intake of alcohol over lunch.
(Of course I have no idea - but from experience I certainly wouldn't rule it out).

I've got to be honest here, I think I prefer my politicians to like the odd beer than politicians who lie, are charged with multiple sexual assaults, is a myscognist and think its ok to lock up kids separated from their families.

Then he ought to avoid combining strong medication and alcohol. Whatever the other factors, a politician should not make himself incapable through alcohol while working, any more than anyone else should; but the more responsible the job, the more important that you stay sober.
