That's right. In offences such as tripping, the offence is "tripping or attempting to trip" (or it used to be - it isn't easy to keep up with the hundreds of rule changes of recent years). But for handball, attempting to handle it isn't an offence. In theory it could be called unsporting behaviour, but in practice it wouldn't be.
