How do you check something without a test?
What is the point of introducing tests at the point of arrival? How would it be done?
However, I would take tests to be actual swab tests, etc and checks to be things such as questioning where they've been, who they've been in contact with, etc

The first lot of British people evacuated from Wuhan were quarantined for two weeks at Arrowe Park hospital on the Wirral, about 2 miles from my front door.

You think the government should be more cautious about spending money and nothing should be spent unless it has a proven benefit? That certainly makes it easy to criticise. One pair of gloves to few in the stockpile and they have wasted lives; one pair of gloves too many and they have wasted money. You've got them either way.

I don’t think they’re quarantining people there anymore, the Covid patients will be treated in ITU like other hospitals. It was only used twice for quarantine as far as I’m aware, once for those from Wuhan when everyone went home Covid free after the two weeks and once of the cruise ship when 4 did develop the infection.
