With Blackburn being in League One I assume they can only field their senior team, as League One and Two clubs under the old format were the only ones participating in the competition.
If they were a Championship side they could have, but as they will be playing in League One next season it'll be their senior squad.

I wonder if the b*stards keep cat 1 status, id imagine its pretty expensive to maintain.

Current running costs excluding wages is apparently £11 million.
Academy at Cat 1 status, for the lower end of Cat 1, requires about £2 million a year minimum.
Somethings going to lose out somewhere.
