I'm not sure a penalty should be given but the substitute has to be carded for coming onto the pitch without permission

Firstly I am getting a little fed up with subs on the sidelines impacting games. Appealing throw ins, pressure on linesmen and especially running on the pitch to celebrate goals.
If the ref thought the forward could get to the ball and the sub deliberately prevented him from doing so then a penalty is correct. What decision was made in the Wrexham game when a Burnley supporter sliding tackled their lad? Free kick or just blew for full time?
In local cricket you often see spectators come a yard onto the pitch to throw the ball back that was going for four if no fielders about. 4 is always given.

As he is a sub I would have thought the infringement would be entering the pitch and that therefore an indirect free kick should be awarded rather than a penalty.
If it is a fan then would a drop ball be the result?

I think the referee was probably technically correct. it was an offence in the penalty area.
Common sense suggests, that given the ball was running harmlessly out of play, a booking was adequate

I'm pretty sure that a sub coming onto the field is an outside agency, just like a fan or a beach ball would be. So he can't give away a free kick or penalty, it would be a drop ball if he interfered. Obviously he can be booked or sent off for misconduct as well.

Yellow card for entering field of play. Indirect free kick.

They should make the subs warm up on a track or other area behind the stand just like they do at major athletics events such as the Olympics. They should only come forward to the pitch-side when they have been summoned to replace an on-field player. All the sub seems to be doing is stopping the ball after it appears to be going out of play. He had no bad intentions. Common sense therefore would be to continue with a goal kick and warn the sub not to do it again.
If this is a serious game then it would be as dsr says.
